Beginning in the 2019–20 academic year, Cal Grant participating institutions must implement a financial aid book advance program as a condition of voluntary participation in the Cal Grant Program.

Institutions must provide a line of credit at their campus bookstore to students receiving Cal Grant B, Cal Grant C, federal Pell Grants, or other financial aid for purchasing books and educational materials from one week before classes begin until one day before the census date.

For Cal Grant B or C awards, the line of credit equals the portion of the award not used for tuition and fees; for Pell Grants or other aid, the institution establishes a maximum amount for the credit.

Institutions must reduce the student's grant award by the amount of credit expended at the bookstore and reimburse the bookstore for amounts advanced to students.

Institutions without a campus bookstore are exempt from these requirements.
