Establishes a minimum civil penalty of $25,000 per violation for operating a glider vehicle that violates emission standards or requirements set by the State Air Resources Board.

Defines "glider vehicle" as a new motor vehicle produced from a glider kit (incomplete vehicle lacking engine, transmission, or axle) or otherwise produced with a used or remanufactured engine.

Prohibits the State Air Resources Board from using its penalty policy authority to reduce the $25,000 minimum civil penalty for glider vehicle violations.

Requires all penalties collected by the State Air Resources Board under this section to be deposited in the Air Pollution Control Fund and made available through legislative appropriation.
