Requires the California Health Benefit Exchange (Covered California) board to provide enhanced premium assistance to individuals enrolling in health coverage who are eligible for federal premium tax subsidies.

Enhanced state assistance supplements federal premium tax subsidies and is based on a sliding scale tied to percentage of federal poverty level, ranging from zero premium (below 139% FPL) to 8.16% of income maximum (299-400% FPL).

Assistance applies to the second lowest cost silver-level health plan but may be applied to other coverage types consistent with federal law, with income determined at application based on modified adjusted gross income.

State subsidy funding is contingent on express appropriation in the annual Budget Act or separate appropriations legislation, with administrative costs paid from the California Health Trust Fund.
