Creates the Clean and Healthy Schools Act requiring local educational agencies (school districts, county offices of education, and charter schools) with more than 2,500 units of average daily attendance to purchase exclusively environmentally preferable cleaning products by the 2021-22 school year, or when economically feasible.

Requires smaller local educational agencies with 2,500 or fewer units of average daily attendance to comply by the 2023-24 school year; exempts schools with fewer than 250 pupils from the requirement.

Defines "economically feasible" as no net increase in cleaning product costs and "environmentally preferable" products as those meeting independent third-party certification criteria for reduced effects on human health and the environment.

Requires agencies that determine compliance is not economically feasible to submit annual letters to the State Department of Education explaining their reasons, which the department must post on its website.

Establishes that the state must reimburse local agencies and school districts for any costs the Commission on State Mandates determines are mandated by this act.
