Governor may direct state agencies during a state of emergency to utilize personnel, equipment, and facilities to allow community clinics and health centers to provide services and receive reimbursement, including issuing permits, expediting applications, and seeking federal approvals for telehealth and shelter-based services.

State agencies directed by the Governor to perform emergency health care activities may expend appropriated funds for those purposes regardless of the original appropriation's intended use.

Clinics licensed under Section 4180 may furnish dangerous drugs without a prescription during a federal, state, or local emergency in reasonable quantities, following the same record-keeping standards as pharmacists.

State Board of Pharmacy must allow mobile pharmacy or clinic operations in emergency areas under specified conditions, including common ownership with licensed facilities, pharmacist oversight, and security measures, ceasing operations within 48 hours after emergency termination.

Board of Pharmacy may continue waivers of pharmacy regulations for up to 90 days after emergency termination if the continued waiver aids in protecting public health or providing patient care.
