Authorizes County of Fresno to develop and implement an individualized child care subsidy plan as a pilot project until January 1, 2023 to address local needs and priorities of working families.

Requires the plan to include assessment of county goals, local policies that may supersede state law on eligibility criteria, fees, and reimbursement rates, and measurable outcomes to evaluate success.

Mandates the plan be approved by the local planning council and Fresno County Board of Supervisors before submission to the Early Education and Support Division for review and approval within 30 days.

Requires County of Fresno to submit annual reports to the Legislature and state departments demonstrating increased enrollment and no reduction in children served compared to pre-plan levels.

Authorizes child care contractors to amend existing contracts to benefit from the local policy, with funding levels adjusted based on participation in the plan.
