Extends the timeline for rating organization reconsideration requests from 30 days to 45 days before a person may appeal to the Insurance Commissioner.

Requires the Workers' Compensation Appeals Board to award the director an amount not to exceed 10% of compensation paid by the director when payment has been unreasonably delayed or refused, rather than automatically awarding 10%.

Maintains all other existing provisions regarding notification requirements for classification assignment changes and appeal procedures for workers' compensation cases.
