Amends Section 731 of the Welfare and Institutions Code to modify limits on physical confinement of juvenile wards committed to the Division of Juvenile Justice.

Requires the committing juvenile court to set a maximum term of confinement based on the facts and circumstances of the case and what is deemed appropriate to achieve rehabilitation.

Prohibits courts from committing wards for periods exceeding the maximum term of imprisonment that could be imposed on an adult convicted of the same offense.

Allows the Board of Juvenile Hearings to discharge wards without restriction based on confinement limits.

Authorizes the committing juvenile court to retain jurisdiction and establish supervision conditions upon a ward's discharge from the Division of Juvenile Justice.
