Increases maximum fines for violations of local building and safety codes determined to be infractions: $130 for first violation, $700 for second violation within one year, and $1,300 for each additional violation within one year.

Establishes an additional fine of up to $2,500 for each additional violation of building and safety codes within two years on commercial properties with existing buildings when violation involves failure to remove visible refuse or prohibit unauthorized use.

Requires cities and counties levying fines for second or third violations to establish a hardship waiver process allowing reduction of fines upon showing of bona fide compliance effort and undue financial burden.

Applies to both city and county ordinance violations related to local building and safety codes.

Maintains existing fine structure of $100, $200, and $500 for general ordinance violations that are infractions.
