Mandates detention facilities post signage notifying arrestees that they may petition to seal arrest and related records, with information on where to obtain petition forms.

Makes Judicial Council petition forms available in English, Spanish, Chinese, Vietnamese, and Korean, with notice that additional language versions are available online.

Establishes that arrestees are entitled to seal records as a matter of right if eligible, unless the arrest involved domestic violence, child abuse, or elder abuse with a pattern of prior arrests or convictions, in which case sealing requires showing it serves the interests of justice.

Provides reimbursement to local agencies for state-mandated costs through existing statutory procedures if the Commission on State Mandates determines costs are imposed by this act.
