Establishes a pilot program through July 1, 2022 requiring the Department of Education to provide outreach, training, and technical assistance to license-exempt child care providers via county resource and referral programs.

Counties that opt to participate must develop community-based program models in collaboration with First 5 County Commissions, child care planning councils, and other early childhood entities to serve license-exempt providers.

Training topics shall include early childhood development, health and safety, family literacy, and professional development pathways, with priority given to providers serving children ages 0 to 5.

Participating counties must submit reports to the Department of Education and Legislature on or before January 1, 2020 and January 1, 2022 detailing providers served, trainings offered, outreach activities, private partnerships, and needs identified.

County participation is optional and the pilot program sunsets on July 1, 2022, unless extended by statute before January 1, 2023.
