Authorizes county or city legislative bodies to propose formation of regional park and open-space districts by adoption of a resolution of application, as an alternative to the existing 5,000-elector petition requirement.

Requires the resolution of application to specify the district's financing methods (including special taxes and fees), proposed name with reasons for formation, and description of territory to be included.

Mandates a public hearing before resolution adoption, with notice published in local newspapers and on the city or county website at least 20 days in advance.

Requires the legislative body to notify the local agency formation commission at least 20 days before the hearing with a general description of the proposed district and its territory.

Requires the clerk to file a certified copy of the resolution with the local agency formation commission's executive officer.
