Requires charter schools, commencing with the 2019–20 school year, to ensure all pupils in grades 7 to 12 receive comprehensive sexual health education and HIV prevention education.

Expands the definition of "school district" in Education Code Section 51931 to include charter schools for purposes of sexual health education requirements.

Establishes that comprehensive sexual health education covers human development, sexuality, pregnancy, contraception, and sexually transmitted infections using medically accurate information.

Defines HIV prevention education as instruction on transmission methods, risk reduction strategies, and social and public health issues related to HIV and AIDS.

Provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to Government Code Part 7.
