Establishes an additional homeless youth emergency service project in Sacramento County, joining existing projects in Los Angeles, San Francisco, San Diego, and Santa Clara counties.

Requires the Office of Emergency Services to issue a request for proposals for the Sacramento project grantee by June 1, 2019.

Requires the grantee to enter into a grant award agreement and begin operations by October 1, 2019.

Specifies that funding for the Sacramento project shall not reduce existing funding for the three other participating counties or San Francisco.

Eligible grantees must be private nonprofit agencies with demonstrated success serving homeless youth and preference given to those with coordination experience with other youth-serving organizations.
