Requires the Department of Toxic Substances Control to process hazardous waste facility permit renewals in an expedited manner if the renewal application is submitted two years before permit expiration, operations have not changed since the original permit approval, any violations were timely cured, and no significant public concerns were raised.

Establishes that expedited permit renewal processing must result in a permit decision no later than six months after the permit's expiration date.

Requires the department to cease expedited processing if the facility no longer meets any of the specified conditions for expedited renewal.

Excludes land disposal facilities from eligibility for the expedited permit renewal process.

Repeals provisions that previously imposed maximum reimbursement caps of $200,000 for large storage or treatment facilities and $100,000 for other facilities in the expedited renewal process.
