Creates an account within the Mental Health Practitioner Education Fund to fund grants for repaying educational loans for eligible applicants.

Eligible applicants must commit to provide direct patient care in a publicly funded facility or mental health professional shortage area for at least 24 months.

Eligible professions include marriage and family therapists, associate marriage and family therapists, licensed clinical social workers, associate clinical social workers, licensed professional clinical counselors, and associate professional clinical counselors.

Applicants must have been formerly in California's foster youth care system to qualify for grants.

Approved by Governor on September 20, 2018, effective upon appropriation by the Legislature.
