Requires the Natural Resources Agency to develop and implement a community access program that provides safe and equitable access to natural or cultural resources, especially for low-income and disadvantaged communities.

Community access programs may include transportation, physical activity programming, resource interpretation services, multilingual translation, natural science education, workforce development, and communication about water, parks, and climate.

Authorizes the Natural Resources Agency to develop a grant program for innovative transportation projects that provide disadvantaged and low-income youth with access to outdoor experiences.

Grant program priority shall be given to nonprofit organizations, local agencies, and state agencies covering transportation costs from schools and other locations to provide outdoor experiences for disadvantaged and low-income youth.

Directs the agency to work with all Natural Resources Agency departments to ensure community access is prioritized within relevant programs that make public lands accessible.
