Adds Section 133 to the Streets and Highways Code requiring the Department of Transportation to partner with public agencies to improve bicycle and pedestrian access to parks adjacent to or connected to state highways.

Directs partnerships to include the Department of Parks and Recreation, federal departments or agencies, and regional or local public entities to develop strategies and plans for improved access.

Requirements apply "to the extent possible, and where feasible and cost effective," giving the department discretion in implementation.

Approved by Governor September 18, 2018 and filed with Secretary of State the same date.
