Department of General Services must establish maximum acceptable global warming potential standards for eligible materials (carbon steel rebar, flat glass, mineral wool insulation, structural steel) by January 1, 2019, based on industry average emissions data.

State agencies, University of California Regents, and California State University Trustees must require successful bidders on contracts after July 1, 2019 to submit Environmental Product Declarations showing facility-specific global warming potential for eligible materials does not exceed established maximums.

Successful bidders cannot install eligible materials on projects until submitting required Environmental Product Declaration to the awarding authority.

Department must review and may adjust maximum global warming potential standards downward (but not upward) every three years starting January 1, 2022 to reflect industry improvements.

Department must report to Legislature by January 1, 2022 on implementation obstacles and effectiveness of the act in reducing global warming potential emissions.
