Requires the cost model for community care facility rates to include changes in local minimum wage beginning July 1, 2019, in addition to existing factors like state and federal minimum wage changes.

Authorizes regional centers to negotiate rate adjustments with residential service providers beginning July 1, 2019, if necessary to pay employees the minimum wage required by local ordinances that increase the minimum wage.

Allows work activity program providers to seek rate adjustments beginning July 1, 2019, if necessary to comply with local minimum wage ordinances, limited to payroll costs associated with the minimum wage increase.

Permits community-based day program and in-home respite services agency providers to seek unanticipated rate adjustments beginning July 1, 2019, if necessary to pay employees local minimum wage requirements.

All provisions related to local minimum wage become operative on July 1, 2019.
