Approves provisions of a memorandum of understanding between the state employer and State Bargaining Unit 6 (California Correctional Peace Officers Association) that require expenditure of funds.

Allows the approved memorandum of understanding provisions to become effective through legislation other than the annual Budget Act, notwithstanding existing law requirements.

Specifies that approved provisions requiring expenditure of funds will not take effect unless funds are specifically appropriated by the Legislature.

Requires the state employer and affected employee organization to meet and confer to renegotiate provisions if the Legislature does not specifically appropriate funds for those provisions.
