Removes the requirement that airspace leases under Route 4 and Route 5 in San Joaquin County and Route 101 and De La Vina Street in Santa Barbara can only be granted if there is no buyer.

Establishes that structures constructed or modified under airspace leases must comply with minimum standards in the 2016 California Building Code Appendix N or 2016 California Residential Code Appendix X, or future Department of Housing and Community Development emergency housing standards.

Deletes the requirement to refund rent paid to the City of Stockton for existing leases dating back to January 1, 1988, when rescinding prior leases.

Removes limitations on lease renewals for the San Joaquin County airspace, eliminating the previous caps of 10 years per renewal and a maximum of 2 additional renewals.

Maintains the lease rate at one dollar ($1) per month with an administrative fee not to exceed five hundred dollars ($500) per year.
