Authorizes development proponents to submit applications for developments with fewer than 25 residential units on vacant or available residential-zoned sites for streamlined, ministerial approval if providing low or moderate income housing in public transit corridors.

Requires local governments to notify development proponents in writing within 30 days if the development conflicts with objective planning standards; failure to notify results in deemed compliance.

Prohibits local governments from imposing parking standards on streamlined developments approved under this section.

Provides that approvals for developments under this section do not expire for five years.

Prohibits local governments from adopting increased fees or inclusionary housing requirements that apply solely because a project is eligible for streamlined approval under this section.
