Expands the definition of "unduplicated pupils" under California's Local Control Funding Formula (LCFF) to include students in the lowest performing subgroup or subgroups, beginning with the 2018-19 fiscal year

Requires the Superintendent of Public Instruction to annually identify the lowest performing pupil subgroup(s) based on the most recent California Assessment of Student Performance and Progress results in mathematics or language arts

Excludes from the new subgroup designation any groups already receiving supplemental funding (English learners, foster youth, free/reduced-price meal eligible students) or those receiving per-pupil funding from other state or federal sources

Allows a subgroup identified as lowest performing in 2018-19 to continue receiving supplemental funding until its performance meets or exceeds the highest performing subgroup in the state

Makes implementation contingent upon appropriation of funds in the annual Budget Act or other statute
