Creates the Environmental Justice Fund in the State Treasury, into which the Attorney General may deposit moneys from special funds, settlements, and penalties not otherwise required to be credited elsewhere

Authorizes the Attorney General, upon legislative appropriation, to use fund moneys for investigations and litigation to protect communities experiencing disproportionate environmental pollution

Specifies fund use includes promoting fair treatment of people of all races, cultures, and incomes in the implementation and enforcement of environmental laws, regulations, and policies

Amended in Assembly on April 18, 2018 to expand the fund's purpose beyond pollution protection to include broader environmental justice and fair treatment goals
