Establishes a one-time education support payment of $500 for persons under 19 years of age receiving CalWORKs aid who attain a high school diploma or equivalent, effective May 1, 2019.

Limits eligibility to individuals ineligible for Cal-Learn Program payment supplements, ensuring the payment does not duplicate existing education incentive awards.

Requires the State Department of Social Services to implement the bill through all-county letters by May 1, 2019, with formal regulations to be adopted by May 1, 2021.

Excludes the continuous appropriation under Section 15200 of the Welfare and Institutions Code from covering implementation costs.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated local costs, reimbursement shall be made pursuant to existing statutory procedures.
