Authorizes the Bureau of Cannabis Control to issue state temporary cannabis event licenses allowing onsite sales and consumption of cannabis at county fairs or district agricultural association events for persons 21 years of age or older, provided the local jurisdiction approves the event.

Permits qualified manufacturer or cultivator licensees to apply for temporary cannabis retailer licenses to sell cannabis products at licensed temporary events, limited to no more than 4 licenses per licensee per calendar year.

Requires qualified applicants to have a valid local license or authorization for commercial cannabis activity and to submit a list of all business owners and their other cannabis licenses signed under penalty of perjury.

Restricts temporary cannabis retailer licensees to selling only cannabis they cultivated or products they manufactured, and requires a distributor licensee to transport products between the licensed premises and the temporary event venue.

Makes the temporary cannabis retailer license provisions inoperative and subject to repeal on January 1, 2024.
