Requires the Department of Water Resources to provide at least 10 days' notice to the Joint Legislative Budget Committee and relevant policy and fiscal committees before holding public sessions to negotiate amendments to long-term water supply contracts that are projectwide in significance or would permanently transfer contractual water amounts between contractors.

Mandates the department submit proposed amendment information to the Joint Legislative Budget Committee and relevant committees at least 60 days before final approval, including a summary of provisions, estimated costs allocated to each contractor, and a copy of the contract as proposed to be amended.

Applies these requirements only to amendments of projectwide significance with substantially similar terms for all contractors, or amendments that permanently transfer contractual water amounts between contractors.

Exempts from these requirements any amendment for which a copy of the proposed contract was already submitted to the Joint Legislative Budget Committee in May 2018.

Repeals the previous Section 147.5 requirement for informational hearings on contract renewals and extensions, replacing it with the new advance notice and submission requirements.
