Authorizes the County of Orange to use design-build contracting for flood protection improvements, harbor and beach improvements, and bikeway improvements, with board of supervisors approval.

Limits Orange County to no more than one design-build project per year exceeding $5,000,000.

Authorizes the Orange County Flood Control District to use design-build contracting for flood protection improvements, limited to no more than 12 projects exceeding $5,000,000 prior to January 1, 2025.

Requires Orange County Public Works employees to perform project development services, preliminary engineering, and construction inspection for design-build projects, excluding specialty bridge inspectors.

Declares that no state reimbursement is required because the act only expands the scope of the crime of perjury under existing design-build certification requirements.
