Requires vehicle storage facilities to accept valid bank credit cards, debit cards, cash, or combinations thereof for towing and storage fee payments from vehicle owners, legal owners, their agents, or licensed repossessors.

Specifies that credit or debit cards do not need to be in the name of the person receiving the vehicle release, only in the name of the person presenting the card.

Requires storage facilities to call their merchant processing center if their card machine is inoperable or transaction cannot be completed, and to provide telephone access to customers whose cards are declined.

Establishes civil liability of up to $500 (or four times the towing and storage charges, whichever is less) for storage facilities that refuse or willfully fail to accept valid credit or debit cards.

Requires storage facilities to maintain sufficient cash on premises to make change for reasonable monetary transactions.
