Creates a new framework for managing surplus household consumer products through "reverse distributors" that can evaluate products for reuse, donation, sale, credit, or recall purposes before recycling or disposal.

Defines surplus household consumer products as items with reasonable potential for use, subject to contractual return agreements, or recalled products that meet specific packaging and safety standards.

Provides that surplus household consumer products are not considered waste while being processed, stored, or shipped to reverse distributors or by retailers and suppliers, becoming waste only when discarded by the final possessor.

Requires retailers and suppliers managing surplus household consumer products through reverse distributors to maintain records of shipments for three years and make records available to enforcement agencies upon request.

Requires the Department of Toxic Substances Control to reconvene the Retail Waste Working Group to evaluate whether the article increases reuse and donation of products, decreases waste generation, and adequately protects environmental and public health.
