Amends Section 6601 of the Welfare and Institutions Code to clarify jurisdiction for commitment petitions of sexually violent predators who commit additional offenses while in custody.

Specifies that if a person commits a non-sexually violent offense while in custody of the Department of Corrections and Rehabilitation or State Department of State Hospitals before resolution of a commitment petition, jurisdiction remains with the county where the original offense occurred.

Establishes that if a person commits a subsequent sexually violent offense while in custody before the first commitment petition is resolved, a new petition must be filed in the county where the subsequent sexually violent offense occurred.

Imposes state-mandated local program duties on counties regarding commitment proceedings for such offenders, with reimbursement to be made pursuant to Government Code Part 7 if the Commission on State Mandates determines costs are mandated by the state.
