Specifies that machine reading of vote by mail ballots includes processing write-in votes so they can be tallied by the machine

Prohibits access to or release of vote counts until 8 p.m. on election day

Requires all other jurisdictions without the necessary computer capability to start processing vote by mail ballots at 5 p.m. on the day before the election

Results of vote by mail ballot tabulation or count cannot be released before the close of polls on election day
