Requires the Department of Motor Vehicles to enter into an interagency agreement with the Employment Development Department, California Community Colleges, and State Department of Education to identify students in career technical education programs for measuring employment outcomes and program improvements.

Adds disclosure of social security numbers to the DMV's permitted purposes, allowing such disclosure only for the interagency agreement established under this bill.

Specifies that social security numbers provided through the interagency agreement are not public records and cannot be used for any other purpose.

Makes legislative findings regarding the constitutional requirement that limitations on public access to writings of public officials be adopted with findings demonstrating the protected interest and need for protection.
