Extends the sunset date for additional weighmaster license requirements for junk dealers and recyclers from January 1, 2019 to January 1, 2024.

Requires recycler and junk dealer weighmaster applicants to provide current business license, stormwater permit information, photographic/thumbprinting equipment documentation, theft alert notification status, and deputy weighmaster names on license applications.

Imposes an additional annual fee of $500 for junk dealer and recycler weighmasters for each fixed location, non-fixed location, or combined operations, in addition to standard weighmaster license fees.

Requires the Department of Food and Agriculture to investigate application information within 90 days for new licenses and one year for renewals, with authority to revoke licenses for materially inaccurate information.

Deposits additional $500 fees collected from junk dealers and recyclers into a special account within the Department of Food and Agriculture Fund for administration and enforcement of these provisions.
