Requires the Small Business Advocate to collaborate with the Office of Small Business and Disabled Veteran Business Enterprise Services to promote small business certification and improve state agency participation in small business procurement activities.

Mandates the advocate post information on GO-Biz or their website regarding regulatory assistance, state procurement opportunities, emergency preparedness and recovery strategies, energy efficiency programs, small business financial development, and technical assistance centers.

Requires the advocate to be prepared for designation by the Office of Emergency Services to serve as liaison between small businesses impacted by declared emergencies and government and nonprofit service providers.

Mandates the advocate conduct at least one annual public meeting in different state locations to share best practices for small business disaster preparedness in coordination with state agencies and small business organizations.

Repeals Government Code Sections 12098.8 and 12098.9, eliminating specific posting requirements for small business financial development and energy efficiency information on the office's website.
