Prohibits persons appointed by the Governor to offices requiring Senate confirmation from making contributions or gifts to Senators or their controlled committees during the period between appointment and Senate confirmation.

Prohibits persons appointed by the Governor to offices requiring Assembly confirmation from making contributions or gifts to Assembly Members or their controlled committees during the period between appointment and Assembly confirmation.

Extends prohibitions to candidates for Senate (if their term begins within 365 days of appointment) and Assembly (if their term begins within 90 days of appointment).

Applies the ban to fundraising events held at the appointee's home, including the value of using the home as a venue.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and exempts it from local reimbursement requirements under the California Constitution.
