Establishes the Trauma-Informed Schools Initiative within the State Department of Education to address the impact of adverse childhood experiences (ACEs) on California pupils' educational outcomes.

Requires the department to develop and post an online website, create a guide for schools on becoming trauma-informed, and provide training on trauma-informed care approaches to school districts and charter schools by December 31, 2020, if appropriate funding is available.

Defines a "trauma-informed school" as one that understands trauma's widespread impact, recognizes signs of trauma in pupils and staff, integrates trauma knowledge into policies and practices, and actively resists retraumatization.

Requires school districts and charter schools to provide the website address to parents and guardians if the initiative is implemented.

Prohibits school employees from diagnosing or treating mental illness unless they are specifically licensed and authorized to do so.
