Requires courts to issue or deny ex parte order applications on the same day submitted, or the next business day if filed too late for review.

Authorizes courts to permit alternative service methods (publication, first-class mail, or home/workplace delivery) when personal service cannot be accomplished and respondent is evading service.

Requires courts to grant a continuance when permitting alternative service methods to allow time for proper notification.

Requires courts to provide written or oral statement of reasons when denying a protective order petition.
