Creates a web-based application process for trustline child care provider applications, to be operational by July 1, 2019, available to county welfare departments, local child care resource and referral agencies, employment agencies, and other authorized entities.

Requires the State Department of Social Services to include trustline registry information on its website by July 1, 2019, allowing consumers to search for and obtain status of trustline applicants and providers using first and last name and identification or applicant number.

Enables consumers to save or print search results from the trustline registry website, including the provider's name, status, applicant number, registration date, and a description of the trustline registry.

Requires the department to provide the California Child Care Resource and Referral Network with updated trustline records at minimum on each business day.

Requires trustline providers to maintain a current mailing address with the department and authorizes the department to forfeit a provider's registration for failing to comply with this requirement.
