Increases minimum base grant funding for Family Empowerment Centers on Disability from $150,000 to $223,000 per center once all 32 regional centers are established.

Requires the State Department of Education to prioritize grant awards to applicants in regions that do not yet have an established Family Empowerment Center on Disability, effective January 1, 2019.

Mandates the department develop a uniform data collection template and tracking system by June 30, 2020, including metrics on parent trainings, IEP meeting attendance, disability categories served, family demographics, and parental satisfaction.

Establishes annual cost-of-living adjustments for grant funding commencing with the 2020-21 fiscal year based on school enrollment allocation formulas.

Requires the department to include information about Family Empowerment Centers on Disability in its notice of procedural safeguards provided to parents and on its website by June 30, 2020.
