Secretary of State must request proposals by July 1, 2019 to establish an Internet Web site displaying each voter's elected officials' names and contact information upon submission of the voter's address.

Web site must display contact details for U.S. Senators and Representatives, statewide elected officers, state legislators, and local city, county, school district, and special district officials.

Web site must be accessible in multiple languages including Spanish, Chinese, Korean, Vietnamese, Tagalog, and Japanese.

Establishment cost cannot exceed $250,000 and annual update costs cannot exceed $150,000.

Secretary may decline to establish the web site if no qualifying proposals meet the criteria, but must establish it internally if existing personnel can do so at lower cost than any qualified proposal; decision must be published by December 1, 2019 if applicable.
