Removes magistrate authority to accept oral statements made during telephone conversations for search warrant affidavits, while maintaining the option for recorded and transcribed oral statements made in person.

Clarifies that a warrant signed by the magistrate and received by the declarant/affiant shall be deemed the original warrant, rather than requiring separate original and duplicate designations.

Maintains existing provisions allowing written declarations and affidavits to be transmitted via facsimile, email, or computer server with digital or electronic signatures.
