Expands use of Juvenile Reentry Grant Special Account funds to allow counties to use unexpended allocations for rehabilitative services for youth discharged from juvenile court within the prior 2 years, including room and board, housing assistance, and job training.

Maintains existing requirement that county probation departments provide evidence-based supervision and detention practices to persons committed to and discharged from the Department of Corrections and Rehabilitation, Division of Juvenile Justice.

Specifies that expanded services must supplement existing funding and cannot be used to replace current services provided by local agencies.

Makes an appropriation by expanding the use of continuously appropriated Local Revenue Fund 2011 moneys.

Becomes operative only if a Constitutional Amendment is passed during the 2019–20 Regular Session and approved by voters at the November 3, 2020 general election.
