Authorizes testing laboratories to receive and test cannabis samples from adults over 21 years of age when the cannabis was grown by that person for personal use only, consistent with existing state law.

Prohibits testing laboratories from certifying samples from adults over 21 for resale or transfer to another person or licensee.

Requires all tests from adults over 21 to be recorded with the submitter's name and the amount of cannabis or cannabis product received.

Maintains existing restrictions that testing laboratories cannot certify samples from qualified patients or primary caregivers for resale or transfer.
