Renames the California National Guard Education Assistance Award Program to the California Military Department GI Bill Award Program and extends it indefinitely by removing the July 1, 2019 inoperability date and January 1, 2020 repeal date.

Expands eligible degrees to include one baccalaureate, graduate, or doctoral degree, or a certificate/degree/diploma leading to a baccalaureate, graduate, or doctoral degree.

Requires recipients to agree to serve 2 years in the California National Guard, Naval Militia, or California State Military Reserve upon completion of their final academic period.

Maintains award limits at a maximum of 1,000 per fiscal year as authorized in the annual Budget Act, with amounts based on Cal Grant maximums depending on institution type.

Deletes obsolete requirement for Legislative Analyst report (previously due January 1, 2016) and removes provisions rendering the program inoperative.
