Adds parents engaged in educational programs for English language learners or pursuing a high school diploma or general educational development certificate as an eligible need category for child care services under the Child Care and Development Services Act.

Families remain eligible to meet the "need" requirement if parents are engaged in vocational training, employed or seeking employment, seeking permanent housing, or incapacitated, in addition to the new educational program category.

Requires families to meet at least one requirement in each of two specified areas to qualify for federal and state subsidized child development services, with the bill expanding the qualifying reasons in the need area.
