Amends Section 19596.2 of the Business and Professions Code to exempt the Whitney Stakes from the 50 imported thoroughbred races per day limitation.

Allows thoroughbred racing associations and fairs to distribute audiovisual signals and accept wagers on out-of-state thoroughbred races conducted in the United States during their race meeting calendar periods.

Adds the Whitney Stakes to the list of exempted races that already includes the Kentucky Derby, Kentucky Oaks, Preakness Stakes, Belmont Stakes, Jockey Club Gold Cup, Travers Stakes, Arlington Million, Breeders' Cup, Dubai World Cup, Arkansas Derby, Apple Blossom Handicap, and Haskell Invitational.

Maintains existing restrictions that wagers on out-of-state races cannot commence after 7 p.m. Pacific standard time without consent of harness or quarter horse racing associations in Orange or Sacramento Counties.
