Prohibits prescribers from dispensing more than a 5-day supply of opioid medication to minors, except for cancer pain, palliative/hospice care, chronic non-cancer pain, substance use disorder treatment, sickle cell disease, or acute intermittent porphyria.

Requires prescribers to assess whether minors are currently taking prescription drugs for substance use disorder treatment before prescribing opioid medications.

Mandates prescribers discuss opioid addiction and overdose risks, increased addiction risk for those with mental health or substance abuse disorders, and dangers of combining opioids with benzodiazepines, alcohol, or other central nervous system depressants with the minor and parent or guardian.

Requires prescribers to obtain and document verbal consent from the minor's parent, guardian, or authorized adult before prescribing opioid treatment courses, except in medical emergencies or when compliance would be detrimental to the minor's health or safety.

Establishes violations as unprofessional conduct subject to discipline by the prescriber's licensing board.
