Authorizes the Department of Parks and Recreation to license, sell, or license and sell branded merchandise, images, and state-park-related merchandise directly to the public for revenue generation if unable to obtain a concession or cooperating association agreement through good faith efforts.

Permits the department to enter into agreements with individuals, public agencies, qualified nonprofit organizations, and private entities for the sale of department branded merchandise and state-park-related merchandise.

Requires the department to receive fair and reasonable revenues and commissions for merchandise sales and related agreements.

Directs all revenues and commissions to be deposited into the State Parks and Recreation Fund, with the exception that revenues from state vehicular recreation areas must be deposited into the Off-Highway Vehicle Trust Fund.
